The number of invention patents has become an important part of the comprehensive assessment index system for national economy and social development.
The main goal section of the "Twelfth Five-Year Plan for National Economic and Social Development of the People's Republic of China" (hereinafter referred to as the "Twelfth Five-Year Plan"), which was deliberated and adopted at the fourth session of the 11th National People's Congress, for the first time included the indicator of increasing the number of invention patents per 10,000 people to 3.3 (twice the number in 2010), marking that the number of invention patents has become an important part of the comprehensive assessment index system for national economic and social development.
Zheng Youde, director of the Center for Intellectual Property and Competition Law and the interdisciplinary center for intellectual property and public policy at Huazhong University of Science and Technology, told reporters that the inclusion of patent indicators in the "Twelfth Five-Year Plan" is not only closely related to the national development plan for the next five years, but also closely related to the development strategy for China's patent cause. It is also integrated with the policy of implementing the national intellectual property strategy and building an innovative country. To achieve this indicator, there are great challenges, which also means that China needs to further improve the quality and quantity of patent research, application, and authorization, especially the quality and quantity of invention patents.
