Han Xiu-cheng introduced that over the past five years, China has actively participated in international intellectual property affairs, gradually realizing the transformation from a passive acceptor of international intellectual property rules to an active participant, while also comprehensively enhancing the cooperative relationship with the intellectual property offices of the world's major countries.
Hansoo Chon said: "Actively participate in the China-US Strategic and Economic Dialogue, the China-US Economic and Trade Commission, the China-EU High-level Economic and Trade Dialogue, and other meetings, as well as the bilateral free trade agreement negotiations, and involve the issues of intellectual property. Actively express China's position, effectively publicize the achievements of China's intellectual property work, properly handle foreign concerns about intellectual property, and further deepen and strengthen the relationship with international organizations such as the World Intellectual Property Organization."
Han Soo-chul introduced that China has been consolidating its bilateral relations with traditional partners while continuously exploring new partners, and has signed bilateral intellectual property cooperation agreements with the intellectual property authorities or regional intellectual property organizations of more than 40 countries in Asia, Europe, America, Oceania and Africa.
While actively participating in international cooperation in intellectual property rights, China has also orderly carried out technical assistance in intellectual property rights for developing countries, transforming from a recipient of international cooperation and assistance in intellectual property rights to an outputter of international cooperation and assistance in intellectual property rights that is within its capabilities. By sharing the practical experience of intellectual property development and research and exploring common challenges faced by developing countries, it has supported the capacity building of intellectual property rights in developing countries and established a responsible image of China as a country in the field of intellectual property rights. As Han Xucheng introduced, during the "Eleventh Five-Year Plan" period, a total of 38 training programs were provided for developing countries, training 577 personnel. A breakthrough of zero was made in intellectual property cooperation with Africa, establishing and developing cooperative relations with the African Regional Intellectual Property Organization (ARIPO) and the African Intellectual Property Organization (OAPI).
With the rapid development of China's economy, more and more Chinese enterprises are going global, competing fairly overseas, and the demand for safeguarding and expanding the legitimate rights and interests of Chinese enterprises overseas in terms of intellectual property is increasing. Han Xucheng said that China is actively strengthening the service of overseas intellectual property rights protection, increasing guidance to enterprises to resolve overseas intellectual property disputes, and helping enterprises properly deal with overseas intellectual property disputes: "For example, our enterprises, especially small and medium-sized enterprises, have a weaker capacity. We have had foreign-related intellectual property infringement issues with the United States, Europe and Japan. It is difficult for a single enterprise to deal with intellectual property knowledge and protection capabilities. Our government should vigorously cultivate intermediary service institutions to help our small and medium-sized enterprises improve their capabilities in this regard, so as to better deal with this kind of litigation."
In addition to strengthening the overseas intellectual property rights protection services, Han Xiu-cheng also revealed that the State Intellectual Property Office and other related units will also accelerate the construction of an overseas intellectual property rights protection information network, and timely introduce and release relevant information on the intellectual property protection system and status of countries or regions.
